Getting papers for a dog without papers usually means contacting the breeder or previous owner to establish a paper trail, even if it's just a bill of sale. You can also have your vet issue a health certificate, and consider a DNA test to verify breed ancestry for registration with purebred clubs. Many local licensing authorities accept a notarized affidavit from a witness who knew the dog's history.
